Fred Jacobs

Fred Jacobs founded Jacobs Media in 1983, when he had the notion that Album Rock could be fragmented with the Classic Rock format. Today, Classic Rock has become the most successful “new” radio format in the last two decades, and was listed as one of the top 35 most pivotal events in radio history by Radio & Records.
Jacobs Media consults the leading broadcasting companies in North America. The company also conducts research for public radio stations and companies, as well as Arbitron.
Fred holds a Bachelor’s degree from the University of Michigan, and a Master’s from Michigan State University in Telecommunication. He served as Director of Research for the Radio and Publishing Divisions of Frank Magid & Associates, and later as Director of Research for ABC’s Owned FM Radio Stations.
Jacobs Media has become a major player in mobile applications, forming jacAPPS in 2008. Today, the company has developed 700+ apps primarily on the Apple and Android platforms, generating more than 17 million downloads.
In 2006, he was inducted as a into the Michigan Association of Broadcasters’ Hall of Fame. This year, he was named an Outstanding Alum from Michigan State University’s College of Communication Arts and Sciences, and also received the prestigious Rockwell Award at Conclave Learning Conference.

Kennen Williams has been the President of Noll & Associates since 1992. Prior to forming the company, he worked in the broadcasting industry for more than 14 years. As Station Manager/Director of Sales for KPIX-TV in San Francisco, Kennen was responsible for major sports contract negotiations with the San Francisco 49ers, Oakland A's and Golden State Warriors. |

Don Locke is the Chief Operating Officer of Sharebuilder, a company he founded. Don has spent the last 43 years working with radio and TV stations, including 26 years of running sales departments and stations. His company, Sharebuilder, is twelve years old. His clients include 185 TV stations, 125 radio stations and 2 cable systems. Sharebuilder handles $5 billion of advertising, one in every five TV commercials sold by local stations. They boast a 98% annual retention rate. |

Kevin M. Goldberg
|
|
Kevin M. Goldberg is Special Counsel at Fletcher, Heald & Hildreth, P.L.C. His expertise is in First Amendment, Freedom of Information Act, and intellectual property issues, particularly copyright and trademark matters encountered by content creators and users, with a particular eye toward threats affecting publication on the Internet.
Kevin serves as both counselor to and advocate for several major press organizations including, among others, the American Society of News Editors and the Association of Capitol Reporters and Editors. He offers legal guidance on organizational matters such as corporate formation, drafting of bylaws and membership policies, and acquisition and compliance with non-profit tax status. Kevin assists the firm’s clients -- especially its broadcast and Internet clients -- on a wide variety of intellectual property matters which includes licenses for the acquisition of or permission to use content. In addition to filing applications for federal and state copyright and trademark registrations, he advises clients on the steps which can be taken to avoid copyright and trademark infringement liability while maximizing their own rights. He is also adept at writing Terms of Use and Privacy Policies for client websites which avail themselves of all legal protections including, specifically, Section 230 of the Communications Decency Act and Section 512 of the Digital Millennium Copyright Act.
Kevin's interest in these issues stems from an undergraduate major in Communications, with a focus on TV/Radio and Journalism, at James Madison University, an institution from which he graduated Magna Cum Laude in 1992. After graduation from James Madison, Kevin attended law school at George Washington University. He was graduated with high honors in 1995 and received the Imogene Williford award for as the outstanding constitutional law student in his graduating class. He is also an adjunct professor at George Mason University, where he teaches an upper-level course in Journalism Law.

Dawn Sciarrino
|
|
Dawn M. Sciarrino is the Managing Member of SCIARRINO & SHUBERT, PLLC. She has been engaged in the private practice of media and broadcast law since 1990. Ms. Sciarrino has particular experience in broadcast regulation, political advertising, multiple ownership and broadcast transactions. She represents broadcasters big and small including state broadcasters’ associations, local broadcasters, non¬commercial broadcasters and publicly traded companies alike.
Ms. Sciarrino is a member of the Board of Directors of the Kentucky Broadcasters Association. She is also a former member of the Board of Directors of the Media Financial Management Association (“MFM”) and sits on the Editorial Advisory Board of The Financial Manager magazine. She is an associate member of the Association of Federal Communications Consulting Engineers and is a member of the Federal Communications Bar Association, the New York State Bar Association, the Virginia State Bar, and the District of Columbia Bar.
Ms. Sciarrino is admitted to the practice in the District of Columbia, New York, and Virginia and before the U.S. Court of Appeals for the Fourth Circuit and the U.S. Court of Appeals for the District of Columbia Circuit. Ms. Sciarrino is a graduate of Ithaca College (B.A. History 1985) and the Columbus School of Law at the Catholic University of America (J.D. 1990), where she was a member of the Institute for Communications Law Studies. Ms. Sciarrino clerked in the Fairness/Political Programming Branch of the Mass Media Bureau at the Federal Communications Commission.
Ms. Sciarrino is a frequent presenter at media trade events such as the National Association of Broadcasters (“NAB”) Convention, NAB Radio Show, state broadcast association meetings and the NAB Education Foundation Broadcast Leadership Training Program. In May 2008, MFM awarded Ms. Sciarrino its “Working Capital Award” for dedicated contribution to the education of the Association’s membership. The Sully District of the National Capital Area Council of the Boy Scouts of America awarded her its “Unit Scouter Award” in 2008 and the “Unit Commissioner Award” in 2009 in recognition of her exceptional service to the Scouting program. A distinguished authority on political broadcasting regulation, in the mid-1990’s Ms. Sciarrino, a nationally recognized political consultant, was awarded a “Polly” by the American Association of Political Consultants for the best radio advertisement in a congressional campaign. Prior to her legal career she attended the American Campaign Academy and worked as a press secretary, campaign advisor, assistant media buyer. In 1980-81 Ms. Sciarrino served as a House Congressional Page.

Ann Bobeck
|
|
Ann Bobeck is Senior Vice President and Deputy General Counsel. Her work at NAB focuses on a variety of broadcast regulatory issues including digital television, advertising, political advertising, closed captioning, video description children's television, contests and gaming, FM translators, Low-Power FM, engineering compliance, the Emergency Alert System and new spectrum technology. Additionally, she coordinates with the telecommunications industry on environmental and historic preservation compliance issues. Ann is principal editor of NAB's publications: Political Broadcast Catechism, Political Broadcast Agreement Forms and Contests, Lotteries & Casinos.
Born in Quito, Ecuador, a Washingtonian for the past 35 years, Ann holds a Bachelor of Arts in Government/International and Comparative Relations from Wesleyan University (Connecticut). She was a legal assistant at Wilson, Elser, Moskowitz, Edelman & Dicker. She then received her law degree from The George Washington University Law School. Ann was a law clerk at NAB in the summer of 1997 and she joined the NAB Legal Department in August 1999.
Ann is a member of the Virginia State Bar, the District of Columbia Bar and the Federal Communications Bar Association (FCBA). She is past co-chair of the FCBA’s Mass Media and Copyright Practice Committees, and has served on the Nominations Committee. Ann currently serves on the FCBA Foundation.
